No RP-PVP ruleset planned for Forever
No RP-PVP ruleset is planned for now. RP-PVP realms since Grobbulus drifted from roleplay, Aggrend says.

Update, October 22: Blizzard reversed this. Aggrend posted that a Roleplay-PVP ruleset will be added for launch.
On the same episode 4 of the WoW: Forever Podcast, Josh “Aggrend” Greenfield said Forever currently has no plans for a dedicated RP-PVP ruleset. Right now the only roleplay option in Forever’s realmless system is RP-PVE.
Greenfield pointed to realms like Grobbulus as the fond memory players bring up, but said every RP-PVP realm since has followed a different path, including Season of Discovery’s Crusader Strike realm, which started as RP-PVP and drifted away from its RP side. He said the RP community is small next to the Normal and PvP communities, and that splitting it further is something the team has to weigh carefully, since Forever’s realmless system needs critical mass for social play and the economy. He left the door open, saying “never say never” about adding RP-PVP later.
Why it matters: if you wanted a realm built around roleplay combat at launch, that option isn’t on Forever’s list for now, but Blizzard hasn’t ruled it out later.
