Blizzard is discussing dual spec's unlock level
Dual spec opens at level 40 for now; the team says it is still talking about the right level.

On episode 3 of the WoW: Forever Podcast, published on October 8, the team discussed whether tanks should need a dedicated talent build for dungeons. One of the designers on the episode, Josh “Aggrend” Greenfield by Wowhead’s account, brought up dual spec, which opens at level 40 for now, and said the team is still talking about what the right level should be.
A “cheeky 30” was floated with a laugh, and the answer was left open. No change was announced.
The team also said dual spec makes a dedicated tank or healer more plausible, which gives the designers room to try different challenges.
Why it matters: level 40 stays the unlock level until Blizzard says otherwise, but it is under discussion.
