The character sheet now explains the low-rank spell penalty

Downranked spells gain less from spell power and proc less. Rank 1 Frostbolt at 60 never Frostbites.

Hover Spell Damage or Spell Healing on the character sheet in the October 1 beta build and a new line explains a rule of Forever: a spell cast at a rank far below your level gets a smaller share of your Spell Damage and Spell Healing and is less likely to trigger your class abilities and talents. Blizzard names Frostbite and Omen of Clarity as examples.

Its developer note puts a number on it. A level 60 Mage casting Frostbolt at Rank 1 has no chance at all to trigger Frostbite. Blizzard frames it as a choice: a quick slow from a low rank, or a rank that can still trigger Frostbite, but not both.

The same build tidies other screens. Character creation shows matching icons when Standard Definition models are on, the stable has new art, combo points on the target frame and the Personal Resource Display have new art, loot rolls in chat show a player’s full name, and the auction house shows item suffixes.

Why it matters: downranking costs talent procs as well as spell power, and the game now tells you so.
