The October 1 beta build raises Honor prices. PvP gear and its upgrade tokens were repriced, and most of them now cost roughly 50% more Honor than before. Blizzard says the goal is to match how quickly it wants players to collect that gear.

To leave room for the higher prices, the most Honor a character can hold rises from 15,000 to 25,000.

Our copy of build 1.60.1.70170’s files agrees on the cap: the Honor Points currency now stops at 25,000. The prices themselves are set on the server, so the files cannot show them. Datamined wowforever.ninja — Forever's client files, build 1.60.1.70170

Why it matters: a full PvP set takes longer to earn in the beta, and you can bank more Honor while saving for it.
