Picking PvP means picking a side
On the PvP ruleset your whole account is one faction. Other rulesets let you play both.

In a Game Informer interview at BlizzCon, Lead Game Designer Tim Jones and Lead Software Engineer Nora Mills confirmed that Forever’s PvP ruleset restricts an account to one faction: once a player creates a character there, every other character they make on that ruleset has to be the same side. Blizzard said other rulesets don’t share that restriction, letting players create both Horde and Alliance characters there.
Forever already splits players into rulesets instead of realms; this adds a faction rule specific to the PvP ruleset on top of that split. The interview didn’t address how, or whether, the rule applies to the post-launch Hardcore ruleset.
Why it matters: picking PvP as your ruleset is also picking a faction for that ruleset, for every character you make there.
