Every spec is meant to be viable

Classic's talent trees stay, with a new one-point talent at 16. The goal is all 27 trees viable.

In the same Sun interview, Blizzard confirmed Forever keeps original Classic’s talent system as its base: every class has three trees of seven rows each, and five points must go into a row before the next unlocks. The one-point “gold medal” milestone talents at 11, 21 and 31 points stay, and Blizzard is adding a new one-point milestone talent at the 16-point mark — so each tree now has four of these standout picks instead of three. Some existing talents are being removed, others changed, and a number of new ones added.

The stated goal is to make all 27 talent trees viable for both dungeons and raids, rather than leaving some specs behind the way certain trees were in original Classic.

Why it matters: specs that were considered unplayable for endgame content in vanilla Classic are a specific target for this pass, not just a side effect of other changes.
