Hardcore won't be ready for launch, and dying lets you switch rulesets
Blizzard confirmed Hardcore arrives after Forever's November 4 launch, not on day one. When a Hardcore character dies, players can now transfer it to another ruleset, including PvP.

Forever’s Hardcore ruleset (see our realmless coverage) will not be enabled when the game launches November 4. Blizzard’s panel described it as coming “soon” afterward, without a firmer date.
Death also works differently from Classic’s Hardcore realms. When a Hardcore character dies in Forever, the player can transfer it into another ruleset, including PvP, and keep playing it there. Hardcore otherwise stays a closed ecosystem: progress, collections and rewards earned there can become available in the other rulesets, but nothing flows back in.
Why it matters: a Hardcore death no longer ends a character’s usefulness — it just changes which ruleset it lives in.
