Skyborne pick a faction at creation, and it decides Shaman or Mage

All Skyborne can be Warriors, Hunters, Rogues or Druids with new sky-blue forms. Choosing the Horde adds Shaman; choosing the Alliance adds Mage. Customization is described as deep.

The “neutral race” question has an answer, and it is a choice. A Skyborne character picks the Horde or the Alliance at creation, and the pick changes the class list. Every Skyborne can be a Warrior, Hunter, Rogue or Druid. Horde-aligned Skyborne, who follow the elemental traditions, add Shaman. Alliance-aligned Skyborne, who follow the arcane path of the Kirin Tor, add Mage.

Skyborne Druids get their own shapeshift models. Blizzard showed sky-blue Bear, Cat, Travel and Moonkin forms on stage; no Tree form was shown. Customization is described as extensive, with many skin tones, hairstyles, eyes and markings.

The pre-announcement leak had Skyborne as a neutral race with Paladin and Shaman access. The Paladin part did not survive contact with the panel.

Why it matters: the class you want decides your faction, not the other way round, and a Skyborne Shaman on the Horde is the only way to play the new race with the new-to-Alliance-side class combinations left aside.
